Prohibit access to the control panel

I have applied this policy in my network.Every thing is working fine users unable to access control panel items but among all those things I want to give permission to access clock.Is it possible to access clock.

No there is no way to grant the access/permission.

you can allow the clock to be displayed at the taskbar.they can double click on it to perform changes.
