I am trying to run active time zone server .net and every time I do I get a popup message it says "Failed to Load NTP Protocol: UDP

Error Message: Only one usage of each socket address (protocol/network address/port) is normally promitted" is there any I can correct or fix this? If so how?

The W32Time service uses the UDP port 123.
If you try to use W32tm tool, it tries to use the same port and you'll get such error message.

Therefor you first have to stop the W32Time service by usting the net stop command.

After that you can use W32tm tool.

What do you mean?
This is a service, that's running locally.
So if you'd like to synchronize time with this server,
you simly have to configure this server as a time source at the workstation.

Hmmm, the disadvantage is, whenever you get the same problem, you have to search again for a solution.
